BEAVER VALLEY POWER STATION - UNIT NO, 2 Cold Shutdown Although Beaver Valley Power Station Unit No. 2 was designed as a Hot Standby plant with a construction permit docketed before January 1,1978, it is a Category 2 plant (as defined by Branch Technical Position RSB S-

1) and therefore will be reviewed as a specific case basis by the NRC for compliance with USNRC Regulatory Guide 1.139.

This pending requirement has led Duquesne Light Company to an intensive preliminary investigation, jointly with our Architect-Engineer-Constructor and the NSSS Supplier, to perform a detailed review of all aspects of Regulatory Guide 1.139 and to provide a feasible, albeit costly resolu. on to compliance. This effort has resulted in a design approach which meets the intent of the Regulatory Guide.

Since completion of the preliminary investigation in September, 1980, Duquesne Light has authorized implementation of jointly resolved design changes, authorized detailed proposals, and authorized longer-term

( specific investigations which should result in a design acceptable to the

! NRC.

Since the acceptability of this " Design Approach to Cold Shutdown" is of major significance in potential construction impact, cost, and licensability, Duquesne Light Company is concerned with establishing a method of early, preliminary review by the NRC. Thiu has been recently discussed in a telephone conversation between Mr. Roger Martin (DLC) and Mr. K. Jabbour (NRC).

The attachment to this letter contains the Duquesne Light Company's considered Design Approach to Cold Shutdown for Beaver Valley Power Station Unit No. 2 at this time. It is our objective in this attachment to provide adequate information as a basis for preliminary technical review by the NRC. Duquesne Light Company reserves the option of incorporating additional or alternative design modifications as the design review is finalized to accomplish the same functional capability as described herein.
