LOS ALAMOS NATIONAL LABORATORY TECHNICAL ASSISTANCE TO THE DIVISION OF LICENSING, NRR

" ENGINEERING EVALUATION ASSISTANCE FOR NONPOWER REACTORS" (A-7254)

The enclosed NRC Form 173, Standard Order for DOE Work (Enclosure 1), is hereby submitted in accordance with Section III, B.2 of the 00E/NRC Memorandum of Understanding, dated February 24, 1978.

Funding authorization in the amount of $100,000 to imediately begin work on the enclosed Statement of Work, which has been discussed with Mr. Jerry Koelling of LANL, is provided by the enclosed NRC Form 173. The balance of funds required for continuation of the work for FY 81 will be authorized after receipt of an acceptable proposal. The funds required for FY 82 and 83 have been budgeted. Enclosed is a schedule which we believe is appropriate for conducting nonpower reactor reviews.

Standard terms and conditions for NRC work, as provided in the DOE /NRC Memorandum of Understanding of February 24, 1978, and described in NRC Manual Chapter 1102 should be used as the basis for preparing the proposal.

A npy of our requirements for the content of Los Alarrcs' proposal is attached.

If a portion of this work is to be subcontracted, we require that LANL have a professional assigned to the subcontract who is qualified to defend the results. Also, prior aporoval by me is required before initiation of any subcontracted work. Pletse submit, within 30 days, 6 copies of a proposal containing, as a minimurn, the information set forth in Enclosure 2, Proposal Content, and in the format of Enclosure 3, Statement of Work, to:
