ulletin Atlanta, Georgia 30303 79-01B ATTENTION: Mr. James P. O'Reilly Gentlemen:
This letter confi ns a recent telephone conversation with Mr.
M.
Fairtile (NRC) in which Georgia Power Company (GPC) requested and received pemission to delay the scheduled installation of qualified limit switches and solenoids on Unit 1 during the current refueli ng outage.
GPC has experienced difficulties in neeting replacementi equipment installation coaaitments.
Following is a brief discussion of the reason for the delay and GPC's new commitment for completing the installation.
During our continuing effort to ensure that equipnent is installed in accordance with tested conditions, a problem was discovered with qualified installation of HNICO limit suitches.
During engineering review, it was noticed that the test which qualifies NAMC0 limit switches used a sealer to prevent moisture from entering the limit switch through the conduit connection.
Subsequent investigation of this sealer revealed an extended delivery time and significant additional weight.
The additional weight could corceivably have some adverse effect on the seismic qualification of the components.
Thus, a suitable replacement was sought and found in a 3M product called " Scotch Cast 9".
Duke Power has used this material and tested it to their plant conditions.
Most of the available documentation has ' been received by. GPC and is being evaluated.
Additionally, GPC believes that the sealing of the solenoid valve with this material, when approved, will greatly enhance the qualifications of the solenoid valves by preventing any moisture intrusion into the coil of the solenoid.
Ilinnesota Mining and Manufacturing Co.,
supplier of " Scotch Cast 9", and Raychen, supplier of required boots and stub connection ki ts, are unable to provide their products in time to iupport installation during the current outage.
GPC now coanits to complete the replacement of Unit 1 limit switches and solenoids identified in its previous submittals in an expeditious manner as l
mater 1.'ls are available, but not to exceed the end of the next refueling outage or June 30, 1982, whichever comes first. Should any extended outages 810 506 09Ljg
f GeorgiaPower A U. S. Nuclear Regulatory Connission Office of Inspection and Enforcement Page Two April 23,1981 occur before these dates, we will install as many limit switches and/or solenoid valves as possible during the outage.
It should be pointed out that the new cornitment is in accordance with the requirements of the subject bulletin and that all previous justifications for limit switches and solenoids as submitted are still valid during this extended period.
This new comitment will be reflected in a revision to GPC's response' to I&E Bulletin 79-01B.
Should you have any questions, please contact this office.
W. A. Widner states that he is Vice President of Georgia Power Company and is authorized to execute this oath on behalf of Georgia Power Company, and that to the best of his knowledge and belief the facts set forth in this letter are true.
