xv, I am at a loss to understand the sudden flurry sf', interest in the sub-critical facility at Idaho State University. We submitted what we thought was a routine request for renewal of a license nearly three years ago. Now we are deluged with questions and then questions abcut the answers to the questicns. We have always operated the facility in a safe and professional Your questions imply that you think we =ay no longer be ccapetent.

Anyway, the answers to your last set of questions are, for the cost part, already available to you. To assist you, I have enclosed copies of pertinent documents as attachments.

Question 1.

The qualifications of members of the Reactor Safety Ccc=ittee (RSC) and the relationship of the RSC to the Reactor Supervisor are spelled out in the Technical Specifications for the AGN-201 Reactor, Cocket No. 50-284. Enclosed are the pertinent pages.

Question 2.

The Radiation Safety Officer is assigned these responsibilities.

See reply dated November 19, 1980, and the attached Tecnnical Specifications.

We are committed to ALARA.

Film badges are processed monthly.

Minimum sensitivity is 15 millirem. Records are reviewed mo nthly.

There have NEVER been any exposures which exceeded the minimum sensitivity.

Question 4.

The PuSe sources used are, detailed in the reply of November 19, 1980. The sources are stored in a neutron howitzer in a vault controlled by the Department of Physics under their license.

They are moved to the sub-critical facility in a paraffin block approximately 18 inches on a side. They are handled with tongs 18 inches long. They are handled only by the Radiation Safety Officer or the Reactor Supervisor.

Question 5.

a) The students who use the facility are seniors or graduate students in engineering.

They have had the normal courses in a nuclear engineering program. The faculty of the School of Engineering are responsible for providing the training.

b) Our application was for renewal of an existing license.

All pertinent requirements in the original license will be adhered to.

The commitment to training will certainly be continued.

Question 6.

There are no written qualifications for the " position" of the University Health Physicist. The position is filled by the Radiation Safety Officer with someone who, because of past l

experience, can assist the RSO with perfor=ance of his duties.

to the government, of course,.and the rest of it was given to us so we do not have much invested in hardware.
