Gentlemen:
It has come to.our attention that your f:RC transportation activities may not be conducted in accordance with 10 CFR Part 71.
Paragraph 71.12(b) of 10 CFR Part 71 (copy enclosed) requires among other things that yqu register with NRC prior to first shipment by certificate number for each package design you intend to use and have a copy of the package approval, drawings, and all references referred to in the certificate. Also, as a condition to the general license of 10 CFR 571.12, you must have an iiRC approved Quality Assurance Program in accordance with 10 CFR 571.51.
Enclosed is a sample,QA plan for Industrial Radiography Licensees that the staff has found acceptable.
The above requirements apply to all shipments of radioactive material in excess of a Type A quantities (20 Ci in the form of sealed sources).

The shipping activities authorized by this approval are procurement, mainten-E ance, repair, and use. All other shipping activities (i.e., design, fabrication, assembly, testing, and modification) shall be satisfied by obtaining certifica-C tions from package suppliers that these activities were conducted in accordanca with an f1RC-approved QA progra1.
It shall remain the responsibility of the licensee-user that all transportation activities meet the requirenents of 10
