Nuclear Regulatory Commission Washington, DC 20555 Your letter of January 23, 1981 identified additional information which was required in order to complete the NRC review of the Trojan Nuclear Plant Guard Training and Qualification Plan. Due to Revisions 4 and 5 to the Trojan Nuclear Plant Security Plan, the Guard Training and Quali-fication Plan has now been extensively revised, and although the sections have been renumbered in some cases, the comments enclosed in your January 23 letter have been incorporated into the new revised sections as noted in the attached table with these two exceptions:
a.
Table 2-2.1 which lists the individual responsibility matrices for Security Officers #1 and #2 has not been revised to reflect their authority to deploy and coordi-nate patrols. The authority to dispatch Security Officers for performance of specific tasks is inherent to these positions. Addition of this responsibility to the duties and tasks.tists of these officers, however, would create a situation where job task statements would be created for which specific measurement standards could not be stated.
It is believed that this authority is implicitly expressed throughout Table 2-2.1 and Tables 2-3.1 through 2-3.8, and it is requested that Table 2.1 be reconsidered on this basis.
b.
A Chapter 5.0 has not been added to the Training and Quali-fication Plan for inclusion of the material identified in Appendix B.V.A.4 and 5 of 10 CFR 73.
This information is contained in Table 1-2 of the Trojan Nuclear Plant Security Plan and is incorporated into the Training and Qualification Plan by reference.
It is believed that this approach should be sufficient for training purposes.

It is felt that this revision represents a sub-stantial improvement in the quality of the Guard Training and Qualifica-tion Plan.
