Dear Mr. Seyfrit:

This letter is in response to the ISE Bulletin 81-01, which we offer the following:

The inspection and testing of all mechanical snubbers installed in safety related systems at Fort St. Vrain has been completed in accordance with the recuirements set forth in ISE Bulletin 81-01. The procedure used to accomplish the inspection and testing is included as Attachment "A".

I l There are 33 mechanical snubbers installed in safety related systems at Fort St. Vrain.

l All were manufactured by International Nuclearsafeguards Corporation (UTC) . The

MODEL NDGER TOTAL TESTED MSVA-1AS 1 MSVA-1A 1 MSVA-3AS 1 MSVA-4AS 2 MSVA-1AS & MSVA-1A (SPARES) 31 TOTAL TESTED: 36 There were no failures identified as a result of the testing program at Fort St. Vrain.

We did not expect to find any inoperable =echanical snubbers in that all mechanical snubbers at Fort St. Vrain are accessible and are not subject to high humidity or corrosive at=ospheres.

The requirements of I&E Sulletin 81-01 have been met by submittal of this letter.

No further action concerning this =atter is required by Public Service Company.

The inspection and testing of all nechanical snubbers installed in safety related syste=s at Torr St. Vrain has been conpleted in accordance with the require =ents set forth in I&E Bulletin 81-01. The procedure used to acconplish the inspection and testing is included as Attachment "A".

There are 33 nechanical snubbers installed in safety related systems at Fort St. Vrain.

All vere =anufactured by International Nuclearsafeguards Corporation (UTC) . The total cunber and nodel of nechanical snubbers inspected is as follows:
