This refers to the special safety inspection conducted by Mr. W. '

this office on March 2-4, 1981 of activities authorized by NRC License No. SNM-777 and to the discussions of our findings held by Mr. W. W. Kinnay with Mr. R.

J. Gregg and otners of your staff at the conclusion of the inspection.

This inspection was of the licensee's implemer.tation of their recently licensed

" Quality Assurance Program (QAP-004) for Preparation and Shipping of LSA Radioactive Materials" and other licensee actions to satisfy an October 1,1980, Imediate Action Letter on packaging and shipment of radioactive waste to burial. The inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspector.

Our inspector verified that in the main you have already satisfactorily implemented your licensed Quality Assurance Program for Preparation and Shipping of LSA Radioactive Materials.

In those areas where practices must be changed to meet the program you have indicated that the practices will be changed to be in accordance with the program. On this basis, it is concluded that UNC Recovery Systems has taken appropriate actions to assure that; (1) no radioactive waste materials containing free liquid will be packaged for shipment and burial; and (2) the integrity of packages will not be lost during shipment and burial.

Therefore, UNC Recovery Systems has taken the actions outlined in the Imediate Action Letter and may resume routine waste shipments to the Barnwell, South Carolina, burial site. Waste shipments to Beatty, Nevada, may be resumed after you have satisfied the requirements of the Nevada Inspection Services third party qualification program as required by the State of Nevada.

Within the scope of this inspection, no items of noncompliaace were observed.

In accordance with section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.

If this report contains any information that you (or your contractor) believe to be proprietary, it is necessary that you make a written application within 23 days to this office to withhold such infomation from public disclosure. Any such application must be accorpanied by an affidavit executed by the owner of the information, which identifies the document or part sought to be withheld, and which contains a statement of reasons which addresses with specificity the items which will be

19 MAR 1981 considered by the Commission as listed in subparagraph (b) (4) of Section 2.790.

The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.

If we do not hear from you in this regard within the specified period, the report will be'placed in the Public Document Room.

No reply to this letter is required; however, should you have any questions concerning this inspection, we will be pleased to discuss them with you.
