. s TECHNICAL SPECIFICATION CHANGE REQUEST NO. 102 The licensee requests that the attached pages replace pages 3-61 and 3-62a of the~ existing Technical Specifications. These changes are to become null and void and the specification shall revert to its pre-amendment state upon completion of the planned Hot Functional Testing.

REASONS FOR CHANGE REQUEST At the present time, Technical Specifications require the Control Building Emergency Ventilation System (CBEVS) and the Reactor Building Purge Exhaust System (RBPE) to have a > 90* radioactive methyl-iodine decontamination efficiency when containment integrity is required. During our planned Hot Functional Test (HFT) of equipment containment integrity will be required.

This change request is being submitted to modify the existing Technical Specifications to establish containaent integrity without requiring the specified laboratory carbon sample analysis.

SAFETY ANALYSIS JUSTIFYING CHANGE Performance of the Hot Functional Testing of equipment at TMI-l prior to Restart will require the establishment of containment integrity as defined in Section i 1.7 of the TMI-l Technical Specifications. However, due to the extended period of time since fuel assemblies were last irradiated and the relatively short l half-life of Il31 and its associated isotopes,. virtually no radioiodine remains in containment. Since Heatup for Hot Functional Testing is to be accomplished through use of the Reactor Coolant Pumps and the Reactor is to remain shutdown, no new Il31 or its associated isotopes will be generated. Therefore, since virtually no radiciodine exists and the potential for release to the atmosphere would be less than that allowed by 10 CFR 100, the charcoal adsorbers of the Control Building Emergency Ventilation System and the Reactor Building Purge Exhaust System should not be required to be operable for the Hot Functional Testing.

(NOTE: The charcoal adsorbers will be replaced prior to Restart following major construction and painting activities which could degrade the new charcoal.)
