Upgrade Emergency Support Facilities

Dear Sir:

This letter is submitted in response to NRC generic letter 81-10 dated February 18, 1981.

The Power Authority will provide conceptual design information for the Emergency Response Facilities (ERFs) by September 15, 1981.

Also, based on preliminary review of Item III.A.l.2 clarification, NUREG-0696 and discussions with vendors, these facilities may not be operational on October 1, 1982.

However, since our evaluation is not completed an alternate schedule can not be provided at this time.

Accordingly, the Power Authority will submit,along with the conceptual design information,a schedule for providing the ERFs operational.

It should be noted that the FitzPatrick facility currently has operational an interim Technical Support Center (TSC) and Emergency Support Facility (EOF).

These emergency facilities pre-sently have the installed capability regarding data acquisition as follows:

TSC Access to the JAFNPP process computer is provided via a video terminal and/or a high speed printer.

1600 input points (800 analog and 800 digital) are provided.

A 2-pen recorder can be used to record trends selected from the process computer.

The video display can also be used as a repeater of either of the two control room video displays.

. EOF (which is located within 2 miles of the plant)

A video terminal via dial-up telephone line and modem is used to access the plant's process computer.

This is a portable system which can be transported to the back-up off-site EOF (located in Oswego approximately 10 miles from the plant) in event the on-site EOF must be evacuated.

With respect to emergency staffing, the Power Authority has indicated that the additional SRO will be provided November 3, 1982 rather than July 1, 1982.

The additional time is necessary for hiring and training.

Detailed justification for this delay was previously submitted via PASNY letter from J.P. Bayne to D.G.

Eisenhut JPN-80-55 dated December 4, 1980.

Finally, the Power Authority considers that the augmentation of personnel within thirty minutes is impractical.

Based on the Power Authority's experience, a sixty minute call-out period is more reasonable.

It is the Power Authority's intention to upgrade it's staff within the next several months as shown in attachments one through four.

As can be seen from these attachments, the Power Authority considers that the shift staff provided is sufficient to handle the activities within the sixty minutes until augmented personnel is available.
