NRC Notification of a 10CFR21 Deficiency With Respect to Service Water Pump Motors
Dear Mr. O'Reilly:
This letter is written to provide formal information in regard to a 10CFR21 deficiency.
This reporting is being done under the requirements of 10CFR50.55(e).
This information was previously provided to Mr. Shyelock of the NRC Region II office en April 6,1981 by Mr. Sam Bailey at the above ad F.ess.
The deficiency found at the V. C. Su==er Nuclear Station on March 23, 1981 was a leaking bearing cooling line inside one service water pump motor.
This leak was at a solder connection and was internal to the motor casing. This leak was discovered during routine maintenance of the motors. Of all three (3) service

water pump motors exami 2d, only the "C" motor had a leaking cooling line. Our determination is that this deficiency was a result of a f abrication defect during construct on of the motor at the Westinghouse plant.
i These motors were all manufactured by Westinghouse at the Power Generation Operations Division, Large Rotating Apparatus Plant in East Pittsburgh, Pennsylvania.
South Carolina Electric and Gas Company has notified this Westinghouse location of the deficiency and our report to the NRC that considered it to be a 10CFR21 condition. The subject leak was on motor serial number 35-87P505, which is a two-speed motor purchased from Westinghouse on South Carolina Electric and Gas Company purchase order SN 10142-SR.
Such an internal cooling line leak could~ result in potential motor failure in two ways.
One, such a leak could result in an electrical short in the motor windings. Second, if the leakage was excessive, inadequate cooling of the motor bearing could have resulted in bearing failure.
Since these motors power the service water pumps to provide plant cooling for a cold shutdown condition, their proper functioning is necessary to insure G 2t t shutdown capability.
The V. C. Summer Nuclear Station ' :

These are installed on each of the service water pumps.

This leaking solder connectien has since been repaired.
Mr. James P. O'Reilly April 9, 1981 Page Two Westinghouse has informed us that the East Pittsburgh plant only made three (3) such safety related motors, which were all supplied to the V. C. Sue =er Nuclear Station. The enclosed stated corrective action is c nsidered to be adequate to insure this subject deficiency'has been corrected anC toes not now exist on any of these similarly designed Westinghouse safety related motors at the V. C. Summer Nuclear Station. South Carolina Electric and Gas Company's advice to other purchasers or licensees would be to insure that cooling lines internal to this type Westinghouse motor be leak tight prior to operation.
This letter is considered to be the final report on this subject deficiency.
