C. 20555 Gentlemen: AMENDMENT TO OPERATING LICENSE NPF-7 NORTH ANNA POWER STATION UNIT NO. 2 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amend nent to Operating License NPF-7 for the North Anna Power Station, Unit No. 2. The requested amendment is enclosed. It has become necessary to delay the shutdown of North Anna Unit 2 for a planned maintenance outage from May 1, 1981 until about May 15, 1981 in order to optimize the system load with planned maintenance outages of our nuclear units. In order to delay the maintenance outage of North Anna Unit 2 beyond the

cheduled May 1, 1981 shutdown date, an exemption to two Surveillance Require-ments is required. The proposed license amendment exemption is enclosed in Attachment 1.

North Anna Unit 2 has four 125-volt D.C. battery banks which are the subject of Technical Specifications 3.8.2.3 and 3.8.2.4. Each battery bank is tested and demonstrated operable under the provisions of Specifications 4.8.2.3.2 [ and 4.8.2.4.2. The surveillance required by Specification 4.8.2.3.2.a is I performed weekly and the results have been satisfactory. The surveillance for Specification 4.8.2.3.2.0, which is required every 92 days, was last performed on February 18, 1981 with satisfactory results. Surveillance for Specification 4.8.2.3.2.b is scheduled for May 18, 1981 and can be performed while the unit is operating. The surveillance required by Specification 4.8.2.3.2.c.4 is performed every 18 months. This surveillance was begun on April 21, 1981 and should be completed prior to May 1,1981. The preliminary results of this surveillance have been satisfactory and no problems are expected. The battery capacity test required by Specification 4.8.2.3.2.e was performed during pre-operational testing with satisfactory results. Specification 4.8.2.3.2.d, which is an 18-month battery service test, was last performed on June 14, 1979 and is now due to be performed. The battery service test surveillance interval of 18 months plus the 25% extension of the surveil-lance interval will expire on May 1,1981. Specification 4.8.2.4.2 requires

The requested extension of 30 days to the requirement of Specification 4.0.2.a for Specifications 4.8.2.3.2.d and 4.8.2.4.2 will not reduce the margin of safety associated with the D.C. battery banks since all other more frequent surveillances have been performed and the batteries have been demonstrated operable. This request has been reviewed by the Station Nuclear Safety and Operating Committee and by the System Nuclear Safety and Operation Committee. It has oeen determined that this request does not pose an unreviewed safety question. We have evaluated this request in accordance with the criteria in 10 CFR 170.22. It has been determined that this request involves a single safety issue which the Staff should be able to determine does not pose a significant hazards consideration; therefore, a Class III license amendment fee is required. Accordingly, a voucher check in the amount of $4,000.00 is enclosed in payment of the required fee. Approval of this request is needed prior to May 1,1981; therefore, we would appreciated your prompt review of this request.
