Dear Mr. Chainnan:

In accordance with the provisions of Section 261 of the Atomic Energy Act of 1954, as amended (42 UCS 2017) and Section 305 of the Energy Reorganization Act of 1974, as amended (42 USC 5875), we are submitting proposed legislation which would authorize appropriations for fiscal year 1982 and fiscal year 1983.

The proposed legislation requests authorization for " Salaries and Expenses" of $500,700,000 for fiscal year 1982 and of $530,000,000 for fiscal year 1983. The primary factors influencing the NRC budget request are (1) the high priority on our reactor license application review efforts to minimize the time a completed reactor awaits licensing; (2) implementation of the Agency's TMI Action Plan; (3) a reoriented research program in response to the recommendations of the various studies arising out of the TMI-2 accident; (4) increased inspection and enforcement activities resulting from the increase in the number of operating reactors; and (5) greater inspection emphasis and increased effort to resolve the issues of nuclear waste.

Our budget request is discussed in more detail in the section-by-section analysis which accom-panies the attached bill and in the NRC's more detailed budget justification transmitted separately.

The Office of Management and Budget has advised that the enactment of this legislative proposal would be in accord with the program of the President.
