Operating License No. DPR-50 Docket No. 50-289 Post TMI Requirements for the Emergency Operating Facility In response to your letter dated February 18, 1981 dealing with confir-mation of time schedules furnished in Enclosure 1 to your letter, the Licensee will submit the conceptual design information on the TMI-l Emergency Response Facilities by June 1,1981 as identified on page III A.l.2-2 of Enclosure to your letter. At such time the Licensee will also provide its schedule for completion and operation of those facilities. The Licensee is unable to project actual completion dates until it has completed its thorough review of NUREG 0696 Revision 1, recently published on March 5,1981 and until it has received and reviewed the resolution of the recently issued NUREG criteria from the upcoming meeting on May 5, 1981 in Philadelphia.
Three Mile Island Unit 1 co= plies with the staffing requirements in terms of major functional areas. As discussed by the Licensee witness, Mr. George Giangi, and NRC witness, Mr. Steve Chestnut, during onsite emergency planning testimony before the TMI-l Restart ASLB, in early March, 1981, and as noted in Licensee's Emergency Plan, TMI-l does not distinguish between the on-shift and 30 minute capability for additions since the Licensee's on-shift complement is sufficient and determined to be acceptable to the NRC as documented in NUREG 0746 to meet both these categories. The health physics expertise for the on-shift complement at TMI-l consists of three radiological contrcl technicians and one radiological control foreman. Onsite and offsite radiation survey teams will be dispatched utilizing health physics technicians and/or auxiliary operators or maintenance personnel who will be appropriately trained. This aspect of Licensee's plan already has been approved by the Nuclear Regulatory Commission staff in its evaluation of Licensee's Emergency Plan, NUREG 0746, and in its testimony before the ASLB. This evaluation was carried out against NUREG 0654, Revision 1, Table B-1 criteria. With the exception of a typographical error in Table III. A.I.2, attached to your letter which indicates capability for addition of three (rather than two, as NUREC 0654, Revision 1, Table B-1 would indicate) individuals at 30 minutes for repair and corrective action, Tables B-1 and III.A.1.2 are identical.

Further, as indicated in TLL 600 dated January 23, 1981, and Llt 033 dated February 6, 1981, the Licensee's commitment date to meet NUREG 0737 Item 4
I.A.l.3 manning level for NRC licensed reactor operators and^ senior reactor operators, is July 1, 1982. NRC adminstered examinations for licensed personnel are scheduled for April /May 1981. Regardless of the actual implementation date for I.A.l.3 manning levels, Licensee will maintain a minimum shift complement of one shift supervisor, one shift foreman and two control room operators who have successfully completed Licensee's training and testing requirements for reactor power operation.
