Dear Mr. Ippolito:
In response to your letter of June 20, 1980, Docket No 50-333, which transmitted NRC review comments on the James A. Fitzpatrick Nuclear Power Plant Security Force Training and Qualification Plan, enclosed is a complete, revised version of the plan which incorporates changes which, it is believed, satisfactorily addresses all comments.
Regarding " Introductory Comments": 1) The Implementation Schedule, plan Section 4, has been revised and expanded to indicate that the plan will be implemented 60 days after approval and to include, in Section 4.2, a more detailed schedule identifying milestones for implementing specific training units, 2) A description of the physical fitness program used to insure that security personnel are physically capable of performing assigned tasks is incorporated into Task ll, Execute Response Team Tactics. This organization is deemed appropriate as response duties comprise the most physically strenuous performance requirement in the plan.
The minor changes required to address " Specific Comments" have been incorporated, as appropriate, into Sections 1.4,1.6, 1.7, 1.8 and 2.3.
Comment 2.1 regarding the course of fire used in.38 caliber handgun training is addressed in Section 3, Task 12.
The ambiguity contained in the original plan submittal has been eliminated by deleting reference to the N.Y.P.D.
Course and basing qualification solely upon the NRA National Police Course.

a Changes required by comments enumerated under " Additional Tasks" have been incorporated into existing tasks as follows.
Additional tasks a) through e) have been included into two revised and renamed Tasks, Task 06, Perform Access Control Functions, and Task 09, Conduct a vehicle search and escort a vehicle within the Protected Area. Comments regarding package searches and escorting have also been addressed in Tasks 06 and 09.
In addition, former Task 06, Operate and perform a functional test of a hand-held metal detector, has been incorporated into revised and renamed Task 08, Set-up test, and conduct searches with metal and explosives detectors.
All changes are identified on the revised plan by a vertical line in the right-hand page margin.
