II. M. TIIoMAs 479 TWENTY.stXTH STREET SANTA MCNICA. CALIFCRNI A 90402 31 March 1981
. clear Regulatory Commission, Washington, D.C.
Gentiemen:
We are shareholders in General Public Utilities as are many other retired people; many of whom were quite dependent on the income from their holdings.
Not only have they suffered loss of dividends, their investment dollars have shrtmk by more than 75%.
While this does not imply that your commission was wholly responsible for the accident, the delay in constructive action to resolve the situation is in-comprehensible.
Presumably the members of the commission were select-ed because of their nuclear knowledge and sound reas-oning ability. The logic by which TMI-l has been kept shut down while numerous other Babcock & Wilecx syst-ems of either identical or nearly identical config-uration are permitted to continue operation is comp-letely outside the bounds of reason. It is understand-able that shut-down action on TMI-l followed the prob-lem on TMI-2. However, once it was determined that TMI-1 was in no way damaged, itshould have been restored to service as soon as possible to prevent further deterion-ation of GPU's situation. One could easily reach the conclusion that the situation is being handled on a political basis rather than a sound technical and bus-iness approach.
I fully realize that this lonely letter vill have no i
j impact on the situation but I feel better for having put it on paper. I believe I am entitled to an exp-lanation of why TMI-l remains down while other ident-ical or near identical plants have never been required to shut down.
Yours very truly, j/
