SUBJECT:

TRIP REPORT Purpose To become familiar with Teledyne Isotopes' nuclear activities with licensed material and to discuss the licensee's renewal application of Materials License No. SNM-107.

Place & Date Teledyne Isotopes, Westwood, NJ; March 26, 1981.

Discussion j

On March 26, 1981 I went to Teledyne Isotopes, Westwood, New Jersey and met with the following Teledyne staff: Dr. Donald Schutz, President of Teledyne

Isotopes; Mr. Steven Bleck, Radiation Safety Officer; and Mr. Lewis Casabona, Manager of the Mass Spectrometry Service Department.

They showed me through all the areas where the licensed materials are being handled, and they explained in detail the radiation safety controls procedure for the use of the material in each area. The areas I visited am the Chemistry Laboratories and the Mass Spectrometry Laboratory.

The equipment seen and description provided are in accord with the information provided in the application. The licensee's major activity under this license is providing service for determining the uraniun content and isotopic composition of the sample by the mass spectrometry method. The sample is prepared in a well ventilated and filtered hood of the Chemistry laboratory, and the quantity of radioactive material contained in each' sample is only a l

fraction of one milligram.

In the discussion with the licensee about their renewal application, Mr. Black told me that since their last subnission of the renewal application dated j

j November 27, 1978, several items in the original application are no longer applicable. Accordingly, the licensee will update their renewal application and resubmit to NRC. It was also agreed that the following additional informa-tion will be incorporated in the updated renewal application and that it will i

Pages of the application should be numbered.

2.

Subsections should be numbered sequentially; for instance:

Subsection of 4.5 starts with 4.5.4, and no subsection 4.6.7.

In the application, a position should be identified by the title of the position rather than by the individual's name.

These names are identified in the following sections:

4.4, 4.5.5, 4.6.1, 4.6.5, 4.6.6, and 4.6.10.

The qualifications for safety-related positions (include the memberships of the RSC) should be established and described.

Please also identify what position (s) has the authority to shut down operations if it is believed that the operation is a threat to the health and safety of employees or to the public.

5.

The frequency for reviewing radiation operation procedures and radiation safety codes should be specified, and it should be confirmed that any change in the procedure should be approved by the Radiation Safety Conmi ttee.

6.

Confirm that the high efficiency filter employed on air released to the environment shall be replaced when the pressure drop across the filter exceeds four inches water.

7.

The description of the training program shall include the method used for the evaluation of it!. effectiveness. An annual frequency for refresher training should be confirmed.
