ORT OF REACTOR COMPONENTS TO ARGENTINA'THROUGH WEST GERMANY (SECY-81-198, XCOM0035)

This is to advise you that the Commissioners have reviewed the subject license to Carpenter Technology Corporation.

The Commission (with all Commissioners approving) has accepted your recommendation to export to Argentina through West Germany miscellaneous zirconium and hafnium components.

In connection with his approval, Commissioner Gilinsky provided the following co= ment:

"I assume that the 'no explosive' pledge covers any material produced through the use of the exported components.

If this is not correct, I would like to be informed i= mediately."

(subsequently, Commissioner Gilinsky and the other Commissioners were provided written assurance that his assumption was correct).

The Office of International Programs was informed of this acrion by telephone on April 10, 1981.
