SUMMARY
OF WEEKLY INFORMATION REPORT Week Ending Acril 3,1981 Farley Unit 2 Farley Unit 2 comoleted fuel loading on fiarch 11, 1981. The reactor is scheduled to achieve initial criticality on April 17, 1981. Augmented low power testing is scheduled to start April 22 with oower ascension testing to start on May 6. The licensee plans to modify service water oicing because recent testing of the river water system showed a flow deficiency unoer certain accident conditions with both units operating. Modifications for both units are scheduled to be completed in May 1981. Vircil C. Summer, Unit 1 A South Carolina non-profit organization petitioned to intervene in the Summer licensing croceeding on both safety and antitrust areas. The cetitioner lists 27 contentions it seeks to have liticated. The staff's ~ resconse is due April 13, 1981. Crystal River Unit 3 (CR-3) CR-3 was shutdown on March 26,-1981, due to a noise detected in the "B" steam generator. The licensee, Florida Power Corporation (FPC), found the noise to be caused by a small non-magnetic metal. FPC and B&W are reviewing drawings of tools and reactor internals to identify its source. Brunswick Steam Electric Plant, Unit 1 On March 29, 1981, while operating at 96% power, a Main Steam Isolation Valve (MSIV) stem apparently failed permitting the valve disc to drop to the closed position. This resulted in a scram. IE is investigating potential generic implications. 40 CFR 190 Imolementation at Uranium ftills NRC issued Orders that initiate enforcement of new environmental radiation orotection standards to the 14 NRC-licensed uranium mill operators. The Orders require that each ooerator perform dose assessments utilizing actual environmental monitoring data. Ooerator Testina at NFS-West Valley Operator testing at NFS-West Valley was conducted the week of March 23. Four candidates successfully completed the testing as Senior Operators and one candidate as a Plant-wid? Operator in all clant areas. Total staffing by NFS at West Valley remains at about 50 with 20 licensed senior and plant-wide coerators.

1 0FFICE OF NUCLEAR REACTOR REGULATION WEEKLY HIGHLIGHTS - APRIL 03, 1981 JOSEPH M. FARLEY NUCLEAR PLANT SERVICE WATER FLOW DEFICIENCY Farley Unit No. 2 compieted fuel loading on March 11, 1981. The' reactor is scheduled to achieve initial criticality on April 17, 1981. Augmented low power testing is scheduled to start April 22 with power ascension testing to start on May 6. The NRC was advised by Alabama Power Company that'recent testing of the river water system showed a flow deficiency under certain accident conditions with both units operating. The licensee has determined that service water piping must be modified to permit partial recirculation of service water to the pond rather than to continue to discharge all service water to the river for the postulated accident condition. These modifications will take about ten days for each train. Modifications are scheduled to be completed for both units in May,1981. The licensee has requested temporary Technical Specification changes on both plants to allow the modifications to be made. Farley Unit achieved criticality on March 25, 1981 following the refueling outage and maintenance pericd which started on November 7,1980. Low power physics testing is now underway. v!RGIL C. SU W ER, UNIT 1 On March 23, 1981 Fairfield United Action, a non-profit organization - incorporated in September 1980 in South Carolina, petitioned to inter-vene in the Su::rner licensing proceeding on both the safety and anti-trust areas, claiming good cause for failure to file in a timely manner. l (The Su:mier application for an OL was noticed in the Federal Register in April,1977). Petitioner lists 27 contentions it seeks to have. litigated. I I i 0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending April 3,1981 - Renewal Acolication from Petrotomics Comoany The Uranium Recovery Licensing Branch (WMUR) has received an application and environmental report for the renewal of Petrotomics Company's Source Material License SUA-551, which expires on April 30, 1981. No changes are proposed for the Shirley Basin, Wyoming, mill or the acid leach extraction process which produces approximately 6000 pounds of yellowcake per day. In addition, an on-site heap leach facility and an ion exchange circuit to recover uranium from tailings solution are proposed. 40 CFR 190 Imolementation at Uranium Mills On March 26, 1981, the Uranium Recovery Licensing Branch, NMSS, issued Orders j to the 14 NRC licensed uranium mill operators that initiates enforcement of new environmental radiation protection standards (40 CFR 190). Generally, l the crders require each operator to perform dose assessments utili:ing actual environmental monitoring data. In addition, each operator is required to submit the assessments and supporting data for NRC review. Issuance of the Orders was delayed until the March 26, 1981, denial by the Ccmmission of an American Mining Congress petition to stay the implementation i of 40 CFR Part 190. Nuclear Fuel Services - West Valley, New Ycrk Operator testing at NFS-West Valley was conducted the week of March 23. Four canoidates successfully completed the testing as Senior Operators and one candidate as a Plant-wide Operator in all plant areas, i.e., those activities required for operation and surveillance of the plant in its present shutdown mode. The four Senior Operators have had approxi-mately fifteen years of experience at the West Valley facility. Total staffing by NFS at West Valley remains at about 50 with about 20 licensed senior and plant-wide operators. Meetine with Tennessee Valley Authority Staff Tennessee Valley Authority (TVA) staff has requested a meeting with NRC staff on April 22, 1981 to discuss research and development efforts con-i cerning spent fuel rod compaction in reactor basins and dry storage of spent fuel at reactor sites. In addition, they wish to discuss transportation casks for spent fuel. TVA is considering applying for licensing of research and development demonstrations of both rod compaction and dry storage technolo-i gies. NMSS, NRR and RES staff will be present at the meeting. Items of Interest 2 Imple.antation of US/IAEA Safeguards Agreement The first accounting report under this agreeement was sent to the Department of State on March 30 for transmittal to the IAEA through the U.S. Mission in Vienna, Austria. The report covered the initial inventory for the three facilities selected by the IAEA for safeguards application. The accident scenario is one recomended by the PWR vendors. NRR has requested that-the test be perfomed to evaluate the feasibility of contro11tr@f a loss of feedwater in this manner. Sandia is conducting tests to evaluate the mass displaceent in loose beds when hot liquids impinge upon them. Two tests of thermite melts onto iron oxide have been cdnducted. The ghermite drops were from about one foot heighG at @ proximately 1000 C above its melting point, onto a recra temperature-iron oxide bed four inches deep. The first test penetrated about one third of the four inch bed and formed a stable crusted surffee "(ish". The first x rey pictures were not satisfactory and the~-test seemetry was altered to produce a useable image in the second test. The lack of bed penetration is encouraging and a third test-is plantied which will employ a pressurized discharge to simu1Ce a _1arger drop height. If the third test also results in limited E.cattering of the iron oxide bed. ~ ITEMS OF INTEREST OFFICE OF INiiRNATIONAL PROGRAMS WEEK ENDING APRIL 3, 1951 Renewal Aerangement Signed The renewal " Arrangement Between the NRC and the Italian National Committee for Nuclear Energy (CNEN) for the Exchange of Technical Information and Cooceration in Nuclear Safety Matters" was signed in Washington on April 1, 1981 by NRC Chairman Hendrie and CNEN President Umberto Colombo. The original Arrangement, signed for a five-year period in May 1975, had been continued on an informal basis while negotiations on the revised text proceeded. President Colomeo and his accompanying delegation met afterward with individual Commis-sioners for nuclear safety and policy discussions. Foreign Oceracor Cualification Resconse to the detailed questionnaire on operator licensing and training in ether ccuntries, which was cabled to 18 countries on February 16 with an April 1 ccmpletion recuest, has been very good to date. Canada, Bra:il, Finland, Italy, Taiwan, Mexico, the FRG, Korea, the Netherlands and Sweden have answered in full. (The German and Mexican responses will have to be translated.) France, India, and Swit:erland have advised us that their responses were airmailed this week. Belgiun, Japan, Spain, and the U.K. have indicated that their answers will be forwarded soon. Cnly Argentina has advised that, due to unforeseen circumstances, it will be unable to meet the April 1 deadline. (We have not yet received an alternative date from them.) Cocies of all responses are being provided to PE, which is coordinating the project. Inclementing Procedures to be Signed It new appears that Ing. Roberto Trevino, designated coordinator for the infor-cation exchange agreement between the Mexican National Commission for Nuclear Safety and Safeguards (CNSNS) and NRC, will travel to Bethesda on Wednesday, Aoril 8, to sign with J. D. Lafleur of IP the implementing procedures for the agreement. (This was agreed to in the exchange of letters which established the agreement.) CNSNS Technical Secretary Ruben Bello, who had intended to head this delegation, has had to postpone his trip until the end of April. The Commission wil be advised as soon as we receive confirmation of his revised schedule. Foreign Visits to NRC On Monday Dr. Agustin Alonso, Administrator of the NRC bilateral Arrangement with the Spanish Junta de Energia Nuclear (JEN), and A. Carraminana, ;iN, met with W. Cardone, GB/NRR, to discuss siting with reference to population distribution and geo-seismic problems. On Tuesday Messrs. Naschi and Giuliani toured the Incident Response Center, meeting with B. Weiss, IE. On Wednesday a 7-member delegation from the Japan Federatior. of Electrical Utilities, headed by Mr. Toshio Ito, met with Chairman Hendrie and Commis-sioners Ahearne, Bradford, and Gilinsky to discuss Japanese policy regarding nuclear power development, the Reagan Administration's policies on F3R develop-ment, and fuel retransfers. Also attending were J. Shea and W. Upshaw of IP. On Thursday Mr. Martin Yriart of Argentina, editor of the maga:ine Nuclear Energy met with F. Ingram, PA, and J. Lafleur and M. Peterson, IP, to discuss exports and health and safety cooperation. On Thursday Mr. V. Osmachkin of IAEA met with J. Lafleur, IP, and A. Spano, RES, to discuss possible cooperation in the area of research with the IAEA. Prior to his meeting at headquarters, Mr. Osmachkin has visited the INEL facilities in Idaho. On Friday Mr. K. T. The definitien of icw level waste in the bill is nei censistent with that of the Lcw Level Radicactive Waste Policy Act (PL 96-573). An early meeting cf NMSS, IE, NRR, ELD and SP staff is planned to review the ccmpact and recccmend apprcpriate action. Commissioner Gilinsky then proposed that a letter be forwarded to the Executive Branch on this matter.
