Extension of Core XIV LOCA limits to 16,300 MWD /MTU Core Average Burnup (Supplement No. 2 to Proposed Change No.163)
Dear Sir:
Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following change:
Proposed Change:
Reference is made to the Technical Specifications and " Yankee Nuclear Power Station Core XIV Performance Analysis" [ Reference (b)] of License No DPR-3.

We propose to modify Technical Specification Figure 3.2.1 " Core XIV Allowable Peak Rod LHGR versus Cycle Burnup" by extending the end of cycle burnup to 16,300 MWD /MTU. The proposed Technical Specification Figure 3.2.1 is given in the Attachment.
Reason for Change:
The Core XIV LOCA limits implemented through Technical Specification Figure 3.2.1 are currently valid up to a cycle average burnup of 16,000 MWD /MTU. Due to a relatively longer coastdown than normal, an end of cycle burnup of 16,200 MWD /KrU is anticipated at Core XIV shutdown scheduled for May 2, 1981. Therefore, extension of Figure 3.2.1 slightly beyond the anticipated end of cycle burnup is required to permit plant coastdown beyond 16,000 MWD /MTU cycle average burnup.
Basis or Change:
The rod LHGR limits at 16,000 MWD /MTU in Figure 3.2.1 are simply extended to 16,300 MWD /MTU. The basis for this action is in the fact that the average rod burnups assumed in the LOCA burnup sensitivity analysis for the fresh fuel and high powered exposed f uel bound the anticipated burnups of these rods at 810.417050&

In the analysis, average rod burnups of 27,883 MWD /MIU and 32,703 MWD /MrU were asstned for the fresh and high powered exposed fuel rods respectively. The anticipated burnups.of these rods at 16,300 MWD /MIU cycle average burnup are 23,927 MWD /MTU for the fresh fuel and 27,685 MWD /MTU for the high powered exposed fuel. Thus, the extension of Figure 3.2.1 to 16,300 MWD /MIU is valid.
Safety Consideration:
Based on the considerations discussed above, it is concluded that there is reasonable assurance that operation of the Yankee Rowe Plant consistent with the proposed Technical Specification herein vill not endanger. the health and saf ety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
Fee Determination:
This proposed change is administrative in nature and does not introduce any new unreviewed saf ety issue or significant hazards condsideration. For these reasons, Yankee Atomic Electric Company proposes this change as a Class II Amendment. A payment of $1,200.00 is enclosed.
Schedule of Change:
This change to the Yankee Rowe Technical Specification vill be implemented upon Commission approval. An expeditious review and approval of the proposed change consistent with Core XIV attaining a cycle average burnup of 16,000 MWD /MIU on April 24, 1981 would be appreciated to enable continued plant coastdown to 16,300 MWD /MTU.
