Dear Sir:
Reference (a) requested operating reactors to commit to the implementation dates indicated in Enclosure 1 to Reference (a) and for any date that cannot be met to furnish a proposed revised date and justification for the delay. In order to adequately identify any deviations from the requirements it was first necessary to develop the conceptual design for an integrated Emergency Response Facility which in turn was not possible until the requirements of NUREG 0696 became finalized.
Therefore, due to our receipt of the final version of NUREG-0696 on March 11, 1981, we will provide by June 1,1981 our conceptual design for an integrated Emergency Response Facility.
It will include a description of the Technical Support Center (TSC), Emergency Operations Facility (EOF), and the Emergency Response Facility Data Acquisition Systems (ERFDAS) which will include a Safety Parameter Display (SPDS). All deviations from 0696 will be identified and justification provided for them. We will also provide implementaticn schedules based on equipment availability and construction schedules.
