1-17-81 MINUTES OF THE ACRS JOINT MEETING 0F THE SUBCOMMITTEE ON REACTOR RADIOLOGICAL EFFECTS AND SITE EVALUATION DECEMBER 13, 1980, WASHINGTON, D.C.

The ACRS Subsconcittees on Reactor Radiological Effects and Site Evaluation held a meeting on December 13, 1980 in Room 1046, 1717 H St., N.W., Washington, D.C.

The purpose of the meeting was to di:; cuss the results of the previous two days of meetings and to discuss the draft environmental statement related to Class 9 accidents for the Virgil C. Summer plant (NUREG-0534 Supplement).

The NRC Staff had previously requested that the ACRS review and comment on the first Class 9 environmental impact statement which is being done for the Summer plant. The entire meeting was open to the public. Notice of this meeting was published in the Federal Register on Friday, November 28, 1980.

Subcommittee Discussion The meeting began with an open but unrecorded executive session pertaining to the previous two days cf meetings. Draft chapters of the ACRS report to Congress on the FY 1982 NRC RSR budget were discussed as well as comments on the draft NRC Long Range Plan (NUREG-9740) and the NRC letter which ed.fressed l

I NRC Staff Presentation on Class 9 Environmental Imoact Statement Dr. R. Houston of the NRC Staff discussed the status and scope of the first Draft Environmental Impact Statement (EIS) for Class 9 accidents.

The EIS was for the Summer Nuclear Power Plant. He stated that the requirement to incluce Class 9 accident in EISs is forward looking and does not require reconsideration of operating plants.

The tables generated for Summer for releases for different categories of Class 9 accidents are based on WASH-1400, however, the num.bers in the tables are different because a smoothing technique was used in WASH-1400 for reporting the results while the NRC uid not use a smoothing technique for Su:nmer. The CRAC code was used but with site specific data for Summer. The uncertainities are probably within factor of 10 and probably not more than a factor of 100.

The conclusion was that the impacts of Class 9 accidents are poten-l tially severe but that the likelihood for occurrence of such accidents I

is small. This is based on historical experience, compliance with regu-lations, and probabilistic risk assessment. Also, the risks are comp-arable to normal operations when protective actions are taken. No unique circumstances were identified at Summer as a result of this study.

Dr. Kerr asked how much of the draft statement for Summer would be generic to other plants. Dr. Houston indicated that mu:h of the state-ment was generic and that the staff plans to proceed with generic rule-making in the future to reduce the scope of plant specific EISs. Dr.

I Y. err also asked what parameters used in the study of Summer would affect the final results if they were significantly different at another site. Dr. Houston stated that the only major change would come from a high population density site. The other parameters could change significantly and not affect the final results of the study.

Subcommittee Discussion The meeting then proceeded with an open but unrecorded executive ses-sion to complete the appropriate chapters for the ACRS report to Congress on the NRC's FY 1982 research budget, and completion of the letters to the-NRC staff on the NRC's Long Range Plan (NUREG-0740) and on the NRC's response l
