Centlemen:
The purpose of this letter is to inform you of our intentions and commitments with respect to the requirements of References (a), (b) and (c).
Specifically, References (a) and (b) require the implementation of radiological emergency response plans and compliance with the meteorological and radiological dose assessment requirements by April 1,1981.
In response:
~1) The Calvert Cliffs Nuclear Power Plant Emergency Response Plan (ERP) will be implemented effective. April 1, 1981. ~However, certain items described in the ERP are changed as described below. These changes will be reflected in our next revision to the ERP.
(a) Section 4.2.1.1 - The minicomputer system is expected to be available by June of this year. The backup system as described
-is available currently; (b)~ Appendix J Attachment J-4 and Figure 5.2.1 - The upgrade of the Technical Support Center (TSC) is expected to be completed in 1981. The interim TSC as implemented on 1/1/80 is available

(c) Appendix J Attachment J The radiation information pamphlet was provided to the State of Maryland and the Counties of Calvert, Dorchester and St. Mary's in March 1981 for distri-bution by them to the public; (d) Appendix'J Attachment J The plans for the Emergency Opera-tions Facility (EOF) are being reassessed in light of Reference (c) and are discussed further below.
- 2) We will not be able to comply with milestone (3) of Reference (b) but will comply with the stated alternative to that milestone. . Specifically, we will provide a meteorological measurerents system consistent with our existing Technical Specifications as the baseline, and we will comply r - with compensating actions (ii) and (iii) as stated in Reference (b).
Reference (c) requested a confirmation that the implementation dates contained in Enclosure (1) to that document (Enclosure 1 is assumed to be the seven pages numbered III.A.1.2-1-thru 7) will be met.

- 1) - We intend to meet- the staffing ~ levels and implementation dates as

. 2) We intend to submit the conceptual designs for the upgraded EOF and TSC by. June.1, 1981 and are making everv effort to have the upgraded
