\. s A proposed plan to dismantle the R-3 reactor on the' North" Carolina State University campus was submitted to your office by letter dated 5 June 1980. Since this submission, increased trgency has occurred to timely resolve this matter. Plans are in progress to renovate or demoligh and replace with a new building the one-story (18,000 ft ) Burlington Nuclear Laboratory (BNL) building which houses the R-3 reactor. The

-relationship of the BNL to the remainder of our nuclear complex is shown by the attached fig ure . The shaded area is the Burlington Nuclear Laboratory.

A letter from Mr. Robert W. Reid, Operating Reactors Branch

  1. 4, dated March 6, 1981, transmitting the NRC criteria for the release of our reactor facility to unrestricted use has been received. Our personnel are in contact with the NRC office, l

Region II, to reach a mutual agreement on the procedures for compliance. Mr. Reid's letter has assisted us in furthering our planning of the dismantling work.

Your prompt attention to our submittals will enable us to meet our scheduled date for release of our reactor facility to

! unrestricted use by no later than February 1982. We would '
