We have completed our review of the revised Upgrade Rule plan. Detailed coments of changes required before the plan can be considered acceptable are provided in the enclosure to this letter. Please revise your plan as indicated in the enclosure to this letter within 30 days.
Coments concerning the necessary revisions to your Contingency and Guard Training Plans will be sent in a separate letter.
