Your letter of February 20, 1981 requested that we subnit plans and schedules for meeting the provisions of 10 CFR 50.48.

With the ex ption of sections III.G, III.J and III.O of Appendix R to 10 CFR 50, the requirenents of 10 CFR 50.48 will not be a;:plicable to the extent that our proposed response to Appendix A to Branch Technical Positicn BTP APCSB 9.5-1 is accepted by the NBC staff. On D - b r 29, 1976 we subnitted our response to the Branch Techn.ical Position for your review. During the period of this review our license was amended to incorporate Fire Protection To.:nnical Specifications as an interim measure pending ti.e staff's c"arall fire protection review of our f ei1ity.

Sections III.G, III.J and III.O of Appendix R refer to fire protection for safe shutdown capability, energency lighting and oil collection systens for reactor coolant pur:ps, respectively.Section III.O is not applicable to Humboldt Bay Unit No. 3.

Due to the long duration of the current shutdown (i.e. 4-1/2 years), we believe that additicnal fire protection systan upgrading is not necessary to protect the ability to maintain cold shutdown. R erefore Secticns III.G and III.J will not be applicable unless the decisicn is made to restart the Unit.
