'NRC-Office for Inspection and Enforecment, Region II on February 4,1981, requested TVA to review the commitments made to NRC.during the fire restoration period following'~the 1975 fire at Browns Ferry. One commitment required TVA to install appropriate lighted exit signs at

, 9-Browns Ferry within two years. :We have not'yet installed these signs.

Standard exit; signs are not provided at Browns Ferry;- however, externally illuminated. signs directing employees.tc the plant assembly areas are

' installed throughout.the plant. These-directional exit-type signs are

' located in personnel passageways which are pr'ovided with emergency H

. lighting'as-described-in Part X, Section 8,-of the " Plan for Evaluation, e

- Repair, and Return to Service 'or Browns ~ Ferry Units 1 and 2 (March 22,

-1975) Fire" dated. April'19,11975,'and. subsequent revisions.

This-emergency lighting system was considered adequate for plant operations in

.the " Safety Evaluation by 'the Division of Operating Reactors Supporting the-Operation After the Restoration and Modification of the Browns Ferry Nuclear l Plant,. Units'1 and 2 Following'the March 22, 1975,. Fire" dated

a Webelieve this -method of providing externally illuminated directional oxit-type : signs is, adequate and meets.the intent of the NRC comrtitment.

Therefore, we-are requesting a deviation from this commitment.

In addition,'TVA is reexamining the emergency lighting system at Browns Ferry in accordance with Appendix R to 10 CPR Part 50, and will, in

,/ ; conjunction with this evaluation, determine' that all dir.ectional ' plant

' assembly area signs are provided with adequate external illumination.
