APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, hereby requests that the Technical Specifications contained in Appendix A of the Operating Licenses be amended by revising certain sections as indicated by a vertical bar in the margin of attached pages 234a - 234e, 235a, and Table 3.11.D.1, and by adding a new page 235b.
Licensee proposes revisions to the Peach Dottom Technical Specifications as follows:

Revise Technical Specification 3.11.D to conform, except for several minor revisions, with the Standard
Technical Specification as required by Mr. Darrell Eisenhut's [[letter::05000277/LER-1980-025-03, /03L-0:on 801103,setpoints on DPIS 2-13-83 & DPIS 2-13-84 (Redundant Reactor Core Isolation Cooling Turbine Steam Line High Flow DPIS Instrumentation) Exceeded Tech Specs.Caused by Setpoint Drift.Instruments Recalibr|letter dated November 20, 1980]].
Minor exceptions to the Standard Technical Specification are a) time frame "Once during each refueling outage" is substituted for "at least once per 18 months during shutdown".
This recognizes that it is possible that the refueling cycle may exceed 18 months if intermediate shutdowns or low power operations are required.
b) Snubber Table 3.11.D.1 has been reformatted to include notations regarding the type of snubber e.g. mechanical or hydraulic.
This is in lieu of separate tables for each type of snubber, c) The 4
requirement for snubber service life records keeping / records review is not included.
Since the extensive testing program which would be required by the Technical Specifications provides a high degree of

reliability which would not be significantly increased j
by a service life records requirement.
2.
Revise Table 3.11.D.1 to include nine mechanical snubbers not previously required to be included on this table.
These snubbers were added to systems to reduce loads on concrete expansion bolts found to have low safety factors.
L Licensee proposes that the functional test requirements for mechanical snubbers become effective during the_first refueling outage commencing one year after approval of the changes proposed herein.

Pursuant to 10 CFR Section 170.22 " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this i<pplication for Amendment be considered a Class III Amendment for Unit 2 and a Class I Amendment for Unit 3, since tne proposed changes have acceptability for the issue clearly identified by an NRC position and are deemed not to involve a significant hazards considerations.
The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration and will not endanger the health and safety of the public.
