g Georgia Power Company hereby submits the following in'ormation in response to your letter, dated ou "ary 27, 1981, concerning ISE Bulletin 81-01, " Surveillance of Mechanical snubbers." The same item numbering is used herein, l.
Upon issuanca of I&E Bulletin 81-01 on January 27, 1981, a review of the requirements and the various snubbers installed at Edwin I.
L'ch Nuclear Plant, Units 1 and 2, was conducted.
Unit 1 was found to have two (2) accessible snubbers manufactured by International Nuclear Safeguards Corporation (INC) installed on safety-related systems.
Because of problems identified during May, 1980, Design Change Request (DCR) 80-15 had been issued to replace the INC snubbers with Pacific Scientific Company snubbers. The replacement had been planned for the refueling outage scheduled to start February 27, 1981.
The.mmediate action required for Unit 1 was to inspect the two (2) ac.essible INC snubbers.
Due to the fact that Pacific Scientific snubbers and hardware were already available to replace the subject accessible INC snubbers, the accessible INC snubbers were replaced on February 26,1981, in accordance with Maintenance Requests 1-81-1209 and 1-81-1210 and procedure HNP-1-10948, " Installation of Pacific Scientific Snubbers."
When the subject I&E Bulletin was received, replacement of the Unit 2 INC snubbers (accessible and inaccessible) with Pacific Scientific snubbers was in progress as the unit was down for maintenance and refueling.
Replacement of the INC snubbers was completed by February 22, 1981.
There are not any INC snubbers in stock at the present time nor are there any plans to stock them in the future due to change-over to Pacific Scientific snubbers.

Forty (40) inaccessible INC snubbers were identified as being installed on Unit 1 safety-related systems.
Those snubbers will be replaced with Pacific Scientific snubbers during the current maintenance / refueling outage.
Any inaccessible INC snubbers identified as being installed on Unit 2 safety-related systems were replaced with Pacific Scientific snubbers during the maintenance / refueling outage completed in February 1981.

During the current maintenance / refueling outage on Unit 1, tne forty (40) inaccessible INC snubbers will be changed to Pacific Scientific snubbers.
Those new snubbers will be inspected and tested during installation as required by HNP-1-10948.
The Pacific Scientific snubbers previously installed on safety-related systems on Unit 1 will be inspected and tested per HNP-1-6804, " Inspection and Testing Pacific Scientific Mechanical Snubbers." The visual inspection and manual testing is scheduled for completion by May 15, 1981.
Upon completion of the testing, results will be reported to the NRC in accordance with the requirements of Item 4 of the bulletin within sixty (60) days after completion of the tests.
All Pacific Scientific mechanical snubbers installed on safety-related systems on Unit 2 have been visually inspected and manually tested prior to February 22, 1981.
Results of the testing is discussed in Attachment 1 to this letter and serves as the response for Unit 2 to Item 4 of the bulletin.

HATCH UNIT 2 PAC'FIC SCIENTIFIC SNUBBER TESTING All the safety-related system mechanical snubbers installed on Hatch Unit.2 were manufactured by the Pacific Scientific Company.
The visual ninspections and manual testing of two hundred ninety nine (299) cechanical snubbers were performed to the requirements of procedure HNP-2-6304,
" Inspection and. Testing Pacific Scientific Mechanical Snubbers " This action was completed on February 22, 1981.
The following is a tabulation of mechanical snubber model numbers and sizes which are installed on Unit 2 safety-related systems.
