Detroit Edison Response to NRC IE Bulletin 80-23

Dear Mr. l'eppler:

The Project Engineering Organization (PEO) for the Enrico Fermi Power Plant, Unit 2, has reviewed the unit's safety-related systems for any applications of the Valcor solenoid valves described in the subject Bulletin.

PEG has made an extensive search to determine where Valcor solenoid valves may have been used. Both Nuclear Safety Related and Balance of Plant systems have been examined.

All solenoid valves for the total plant which have been documented and entered in the Master Instrument List (MIL) were reviewed.

Of these, all but forty-eight (48) entries had the manufacturer identified.

Field engineering physically checked all but ten (10) of these forty-eight listings.

No solenoid valves manufactured by Valcor were found.

The ten solenoid valves not verified are not readily accessible. Scaffolding is requimd to reach them.

These ten valves are part of Non-Nuclear Safety Related systems and therefore it is not essential that they be checked.

Not all of those instruments (solenoid valves) are presently listed in the MIL. Therefore, PE0 has arranged that all " skid mounted" valves be added to the Master Instrument List by the Detroit Edison Startup Group as any of these valves am identified during testing operations.

NGTE:

" skid mounted" is the generic term fo: an assembly of equipment shipped from a manufacturer containing integrated mechanical, electrical and control equipment.

Mr. Jameo C. Keppler March 3, 1981 Page 2 EF2-49,931 In parallel with this effort the PE0 also polled their responsible engineers for the possible existence of Nuclear Safety Related skids whose instruments uay not be in the MIL.

Out of six possible systems, E11-51, P44, P45, P50, R30 and T46, only R30 had solenoid valves, but they wsre not manufactured by Valcor.

l At this time it is not possible to rule out the possibility of finding one solenoid valve manufactured by Valcor. But it is extremely unlikely one will be found.

In the event that we should locate one at a later date, it will be reviewed for modification or replacement per IE Bulletin 80-23.

Should you require additional information from Detroit Edison in this matter, please advise us.
