Enclosed are five copies of the revised Plant Security Personnel Training and Qualification Plan for Peach Bottom Atomic Power Station Units 2 and 3.
The Plan has been revised in response to the coments contained in the enclosure to your letter dated January 27, 1981.
In accordance with Section 2.790(d) of the Co=ission's Regulations, it is hereby requested that the enclosed Plant Security Personnel Training and Qualification Plan be withheld
.from public disclosure on the grounds that it contains the details of the physical security plans of a licensed facility.
An affidavit in support of this request is attached hereto.

He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read the revised Plant Security Personnel Training and Qualification Plan for Peach Bottom Atomic Power Station dated ~ March, 1981 (hereinafter referred to as "the Plan"), and knows.the contents thereof.

The Plan which is sought to be withheld from public disclosure contains details of the physical security plan for Peach Bottom Atomic Power Station.

To the best of his knowledge, information and belief, the information set forth in the Plan has been treated as - confidential and' proprietary information and has been with-l l
held from public. disclosure by the Company in accordance with i
the Company's practice of treating all information dealing with l
the details of, security _' plans and procedures as confidential l
and proprietary information.

The Plan should be considered by the Nuclear Regulatory Commission as confidential and proprietary infor-mation and be withheld from public disclosure on the grounds that it contains detsils of the physical security plans and procedures of a licensed facility, such disclosure is not
- required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
