SUBJECT:
JOINT MEETING 0F THE CODE ASSESSMENT REVIEW GROUP AND THE ADVANCED CODE REVIEW GROUP (June 26-27, 1980)
A joint meeting of the Advanced Code Review Group and the Code Assessment Review Group was held in Silver Spring, Maryland on June 26 and 27, 1980 to discuss the code assessment activities. The meeting agenda and the list of attendees are presented in Enclosure 1.
The following is a brief summary of the meeting.
S. Fabic presented the NRC/RES code assessment plan and the tentative code acceptance criteria which generated a very active discussion during and after the presentation.
Many participants objected to relating the code acceptance criteria to the regulatory (Appendix K) criteria. There were discussions on the importance or relevance of key parameters chosen for the assessment.
For example, Professor T. Theofanous was concerned that oxidation (D0X) may not be sensitive to all variations of clad temperatures because oxidation occurs at relatively high temperatures. Professor P. Griffith felt that the core inventory, expressed in the key variable MINFOAM, is a very important parameter.
The Review Group Consultants were requested to express their views in writing. The letters responding to this request are enclosed (Enclosure 2).
It appears that, as expressed by Professor V. E. Schrock, the approach to code assessment is extremely complex and therefore, it may be impossible to define acceptance criteria that will satisfy every critic.
