The U. S. Nuclear Regulatory Commission (tl.. Jomission) has issued Amend-ments Nos. 53 and 21 to Facility Operating Licenses Nos. DPR-51 and NPF-6, issued to Arkansas Power & Light Company (the licensee), which revised the Technical Specifications for operation of Arkansas Nuclear One, Units Nos.1 and 2 (AN0-l&2) located in Pope County, Arkansas. The amendments a e effective as of the date of issuance.

The amen &ents modify the ANO-1&2 Appendix A Technical Specificacions dealing with Administrative Controls for personnel entry into high radiation areas.

The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Lomission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which j

are set forth in the license amenhents. Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

The Commission has detennined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4), and environmental impact statement or negative declaration and environmental impact appraisal need no6 be prepared in connection with issuance of these amendments.
