February 23, 1961 Mr. Richard I. Kennedy U.S. Nuclear ReEulatcry Cecnision Washington, D.C.
Cear Mr. Kennedy With the world energy situation the way it is we are operating on bcrrowed tine - we cant affcrd to have the H I-1 unit idle. It pays no taxes, generates no pcwer, saves ne oil. Responsibla pecple state that its safe and ready to so. With duplicate units cperatin5 hcw do ycu justify keeping GI -1 idle?
Playing it safe is counter productive!
We need to go on the offensive and one step in that direction would be to unleash the UI-l unit, It wculd help ccunter CPIC, it would help our energy situatics and it wculd help cur balance of pay =ents.
