License Amendment Eequest No. 2 The licensee requests that Section 2.E.(4). of Operating License No. DPR-73 i
(TMI-2) be deleted.
Reason for Amendment The purpose of this request is twofold. The first portion of this amendment is requested to permit the licensee to 3 hip low level EPICOR-II liners to commercial shallow land burial sites. The second,pcrtion will permit the licensee to investigate other forms of waste processing (e.g., vitrification) and disposal for liners with higher than normal specific activities by not requiring solidification.
The bulk specific activity of the }ow level EPICOR-II liners has been evaluated to be less than 10 Ci/ft of total activity. These liners are well within the activity levels routinely generated by other nuclear power plants, and as such, it is felt the requirement of solidification is unwarrented. The spent resin liners would be packaged and transported to an arid shallow land burial site in accordance with existing Federal i
Regulations. Shipment of liners to the burial ground would be consistent with the desires of the Citizen's Advisory Panel and Metropolitan Edison.
Shipment would reassure the public that measures were being taken to avoid long term storage of vaste on the site.
Relief from the solidification requirement will permit the licensee to I
evaluate alternate plans for processing the liners (e.g., vitrification) which may prove to be safer and more economical than solidification.

Safety Evaluation 4
The low level liners have been evalueted for curis loading: as shown in the attachment. Ir.cluded in the attachment is a listing of liners with curie content, and a summary of curie deposition in each liner. It was determined l
that the bulk spgeific activity for all of the 25 lov level liners d *5 "
- exceed 10 Ci/ft and that 22 of the 25 liners do not exceed 1.1 Ci/ft.
These levels are within the limits of the low level burial sites and are I
comparable to the wastes generated and shipped to burial sites by other i
nuclear power plants. Of the twenty-five (25) liners, the 22 first and second stage demineralizers have been confirmed td have less than 10 nCi/gm transuranica.

The spent resin liners would be redewatered prior to shipment until such time that adr,quate experience is gained to assure burial ground requirements can be met with-out a second dewatering.
