This is in response to your letters dated May 1,1980; October 1,1980; October 31, 1980; and January 28, 1981 which transmitted a new consolidated plan for nuclear material control and accounting and requested various exemptions to the requirements of 10 CFR 70.
We have detemined that approving the new plan and many of the associated exemptions will not endanger the comon defense and security and that it is otherwise in the public interest to do so. Mcwever, as stated in our letter to you dated February 5,1981, we do not agree that the description of your rod accountability system is adequate. Subsequently, we expect this description to be upgraded in a future revision to your plan.
In order to incorporate the necessary exemptions and the new plan into your license, effective immediately, we are revising sections 1 through C of fcendment No. F.PP-1 to your Licanse No. Stim-1107 in their entirety, as reflected in the enclosure to this letter. These changes were discussed
'fith you on February 26, 1981 and consensual agreement concerning the acceptability and wording of the nev license conditions was reached at that time.
W have detemined that the attachments to your letters dated May 1,1980; betober 1,1980; October 31,193C; and January 28, 1981 contain information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such infomation is deemed to be ccmercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
