SUPPLEMENTAL PETITION TO INTERVENE 6
y On February 2,1981 the Staff filed an answer to a petition for leave to intervene by Mary Ellen Salava.
The Staff position was that Ms Salava did not cite with any degree of specificity what " interest" she had with respect to the sub.iect licensing proceeding.
The Staff's answer also advised that the petitioner should be given an opportunity to demonstrate the " interest" requirement.
ifary Ellen Salava on February 16, filed another document received by the Staff on fiarch 5,1981 in which she indicated that she and her family reside within a five mile area of the Wolf Creek Generating Station.
In the Staff's view, the residing place of the petitioner is within the geographical zone that might be affected by nonnal (or accidental) release of fission products. M Standing to intervene may be based upon residence in the vicinity of the nuclear plant. U y See Appendix I to 10 CFR Part'50.

The petitioner has identified as her concern che matter of emergency planning, which the Staff believes sufficiently identifies an area of intervenor interest to meet the aspect requirement of 10 CFR 92 714 For the reasons stated above the Board should find that the petitioner has satisfied the requirements of 10 CFR S 2 714 with respect to standing.
Since petitioner may submit har contentions with the required specificity of 10 CFR S 2.714(b) at any time up to 15 days prior to the holding of the first prehearing conference, it is premature for a
