the Office of the Executive Legal Director (ELD)and to the Office of the l General Counsel (GC) for their review to detemine whether an environmental impact statement (EIS) shoulo be developed for the ATHS proposed rulemaking.-
This envircrraental impact assessment concludes that the proposed ATHS regulatory action ha.sa o l gnificant impact on the human environment and is i
nonsubstantive, and an environmen~al' impact statement is not required.
