Interim Report of 10CFR50.55(e) Item on Pipe Support Beam Attachments (Struts) (#33).

Dear Mr. Keppler:

The final report on the Pipe Support Beam Attachments (Struts) cannot be subnitted to ycu by March 3,1981, as scheduled. This additional interim report is to provide you with the current status of the evalua-tion of this prcblem.

The item was originally reported to Mr. P.A. Barrett of NRC-Region III by Detroit Edison's Mr. H.A. Walker, Supervisor-Construcuicn Quality Assurance, on Mover er 13, 1980. At that time, Power Piping had noted probic:rs in possibic cver-stressing of pipe support beam attachments where the struts were installed off vertical position and subjected to a bending ncr:ent. Preliminary investigaticn indicates that approximately thirty (30) struts are involved at the Fermi 2 Construction Sitc..

All OA Invel I previcusly designed pipe supports were reviewed to determine where the support team attachmnts were used. In addition, the investigatien included a review to detennine if a ::odification was requixed based on the revised Icad rating criterica for each support. The result of this investi-gation revealed that the subject attachments were used with an angle of loading less than 80 degrees frca the horizontal position on seven OA Level I pipe supports. All seven of these supports were fr.r.d to be deficient and must be ncdified to eliminate the deficiency. To cate, Detroit Edisen has not determined what modifications will be reade to the identified deficient pipe supports. Possible mcdification alternatives include redesigning the support to provide for a loading angle greater than 80 degrees and use existing attachments or replacing the existing attachments with higher load rating attachments and maintaining the less than 80 degree loading angle.

Presently, Detroit Edison Specification 3071-42, Revision D was issued.

This specification is to ensure that the revised design loading criterion for the subject beam attachments is used for future pipe support design and nodifications to existing design.
