Washington, D.C. 20555 March 2, 1981 Re: Three Mile Island Unit I Re-start Gentlemen; As the days progress to the time wnen you will make a decision to re-start Three Mile Island, Unit I, or to leave it in its dormant condition, I feel that I must inform you of my fears.
Living in the shadow of the Salem complex on Artificial Island, Ten miles from my home, I have felt for the past four years the same feeling that the people of Harrisburg have experienced as first one, and then another large nuclear power plant has come on line, and become a constant source of radioactive pollution to their surrounding environment.
Now they have progressed one fatal step further ~oecause of the March 1979 accident at Unit II. Their lives now remain in constant peril from an enemy that they cannot see, save for the monument presented to them by the cooling towers on the complex.
The record of the nuclear establishment in all aspects of power generation and weapons production, and all facets of the nuclear fuel cycle have disturbed me very much. I also feel that because of meteorological conditions at the time of the accident in 1979,we in Delaware were exposed to the effluents that escaped from the reactor during the critical period before the authorities were notified, and" control" was restored.
Now the thought of starting Unit I again while virtually nothing is known about the condition of the core and environs in Unit II is sheer lunacy to me. We in Delaware have received a partial reprieve, in that our homes were not directly affected by the original accident. Ho' ever, the potential for a second crisis at Unit II as decontaninatier progresses, coupled with the chance for a re-started UnitI to run amok as well, now becomes more of a reali;y because ~' the request before you.
While we here in Delaware grapple with low capacity factors and increased storage capacity at Salem, indifference and inaction by the du Pont administration in Dover with regard to evacuation plans, medical preparedness and public awareness makes me even more uneasy as the situation in Harrisburg stands the chance of escalating in severity a p in.
The serious misgivings I have about nuclear power ecmpell me to ask you to deny the request to re-start TMI UnitI. Put people before profits for once.
Realize as I do that the miles separating our homes mean nothing to radiation, and you will come to the conclusion that we all live in Harrisburg.
