Based on the results of the review, the staff believes that the Louisiana program for ccntrol of ag"eement materials is adequate to protect the public health and safety and is compatible with the NRC's program.

Specific comments and recommendations are listed below.

I would appre-ciate your review of our recommendations and receiving your comments regarding them.

We were pleased to note that most program indicators, for the review period, were within NRC's recommended guidelines. However, the number of professional staff years per 100 licensees was found to be below the guideline range. This matter was discussed with and included in a letter to Mr. F. A. Ashby (copy enclosed). Two accompaniments of State inspectors, during the review, were also determined to be satisfactory.

We were pleased to note that the State had completed a revision of its radiation control regulations (effective date October 25,1980)and, further, that these revised regulations included provisions for the inspection of State licensees to the requirements of the Department of Transportation (DOT) regarding package preparation and shipping procedures for radioactive materials. We also commend the State for the planning and effort required to complete a total of 225 radioactive material license inspections during the review period.

However, we encourage your continuing efforts, since we noted approximately the same number of overdue inspections for Priority 1 and 2 licenses this year (9) as last year (8).

We believe that improvements can be made in the radiation control program and offer the following specific comments and recommendations for your consideration.

During the review of selected compliance files, it was found that inspection reports were not dated. Although both an inspector and a reviewer signed each of these reports, neither of these individuals included a date. We recommend that, at a minimum, inspection reports be dated when signed by the inspector who prepared the report.

Spell We recomierld that, during inspection visits, State inspectors routinely include some questioning of workers and technicians concerning their actual operating procedures with radioactive materials. This practice should indicate whether or riot the licensee's training for and monitor-ing of operational procedures were being followed in practice.

I appreciate the courtesy and cooperation extended to our representatives by you and the entire radiation control program staff.
