Backzround. USS HUNLEY is authorized by reference (a) to use certain radioactive materiais accard USS HUNLEY and on ships and in areas where USS HUNLEY is cperating. In the course of excerising this authorization, some of these materials are j
shipped to and from civilian suppliers which are likewise licen.;ed by the NRC to provide these materials. A recent revision to reference (b) requires the development of a program j
to establish, maintain and execute a quality assurance program satisfying each one of the applicable criteria specified in reference (b), Appendix E (Quality Assurance Criteria for

Shipping Package of Radioactive A1aterial), and satisfying the specific provisions which are applicable to the licencee's activities, including procurement packaging.

Action.
This instruction provides for procedares necessary for the satisfactory

establishment and execution of the quality assurance program for use in packaging, t
shipment, and transportation of licensed material by USS HUNLEY.

Scoce. This instruction applies to all radioactive materials covered by reference (a).
As an end-user, it is not intended that USS HUNLEY engage in the manufacture or alteration of shipping packages.
Rather, this program is designed to ensure that the i
quality of shipping packages received is as initially certified by the supplier and is f
maintained while such packages are in the custody of USS HUNLEY. This instruction is not to be construed. in any case, as a relaxation of the requirements of reference (a) or j
other directives of higher authority.

Intent.
The intent of this instruction is to place the burden of compliance for j
shipping, transporting, and receipt of licensed material on the individuals' utilizing and l
l responsible for those sources. Consequently, the Radiological Controls Officer (RCO) and I
the Radiographic Safety Officer (RSO) have received the major portion of document -

responsibilities. Likewise, they have been tasked with audit requirements to ensure that j
they periodically evaluated the functioning of tbair organization and it's record keeping l
procedures.
This procedure also allows the RSO to serve as RA1PQA C'ficer, i
