F. ark E. Lutz 5107 s. Blackstone 51107 Chicago, Illinois February 19, 1981 Dear F.r. Ahearne I am writing to oppose ecmpletion of the Bailly nuclear power plant. In my opinion, its proximity to a major urban area, its incompatibility with existing industrial facilities surrounding the site, and its dated design would make the Bailly plant more of a liability than an asset.

As I understand it, the Sailly project is less than one per cent complete. While the sums expended have not been signifigant, the project's many deficiencies would turn the co=pletion of the plant into a process of throwing good money after bad.

I am also concerned over reports that the plant would reduce the area's water table, thus threating the ecosystem at Indiana Dunes national Park. This park is one of the finest features of the greater Chicago area. Its degredation by the proposed plant would be a great loss.

Nuclear power is important to Illinois. But if further nuclear plants are needed, the'/ should be modern clants cited on the basis of current criteria. We have

1 earned much since Bailly was proposed in 1968: this knowledge should be put to use. I hope you will oppose NIPSCO's construction permit.
