1-PRELIMINARY NOTIFICATION Date: 2/17/81 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-81-18 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Based on deficiencies noted by the IE team inspection at the Clinton site l relative to large bore pipe hangers, Illinois Power Company stopped all installation of the subject hangers on February 13, 1981.

The deficiencies no*ed included such items as excessive pin clearance on snubbers, loosened nuts and inadequate QG inspection.

An Immediate Action Letter is being prepared confirming the stop work order, which will remain in effect until the licensee has completed corrective action. IE inspectors are on site following the licensec's action.

Neither the licensee nor Region III is planning to issue a press release.

The State of Illincis is being notified.

Region III was informed of the stop work order by IE inspectors at the site on February 13, 1981.
