' O Thank you for your letter about the November 24, 1980 meeting on the Syste:mtic Assessment of Licensee Perforuance (SALP) for the Consumers Power Company facilities.

I appreciated seeing the newspaper clippings you enclosed, too.

We have just now completed the report of the Palisades and Big Rock Point SALPs. I am enclosing a copy of it, along with the Midland SALP which was issued earlier.

All plants in the country - 1 ith in operation and under construction -

have been subjected to a SALP review.

The reports of these reviews are then studied by a special NRC staff panel in Washington which looks for trends, for common weaknesses and strengths, and for ways to improve the NRC inspection program. One important purpose of the SALP program is to identify areas within a plant's operation or construction activities which need more inspection effort in the coming year.

The Performance Appraisal Branch (PAB or PAT as it was formerly called) provides an additional layer of inspections through detailed, intensive inspections by a team of inspectors.

PAB inspections are coordinated by the Office of Inspection and Enforcement in Washington with PAB staff members in Washington and regional offices.

These PAB inspections, though relatively few in numbers thus far, are expected to help maintain inspection uniformity among the five regions as well as provide a broader perspective on the particular plant's performance. For now, the PAB program is directed only at operating plants.
