Gentlemen:
Our letter (Reference 1) discussed the design details for the pro-posed Emergency Service Water System and estimates for completion of the system together with the submittal of proposed Technical Specifications related to the system availability and performance.
All necessary equipment and components have been received and mod-ifications accomplished.
A trial of the deployment and operation of the system was conducted this date with the portable pumps being transported to the river's edge with all necessary hose connections made up to pennit actual pumping of river water to take place.
The discharge hose from the'three-way distributor was' laid out, but not connected to the plant inlet of the High Pressure Service Water System.
The combined pump discharge of river water through the distributor valve was re-directed to the river.
The deployment time was better than estimated and pump performance was satisfactory.
Photographs of the exercise were taken and.will be forwarded shortly.
Based on progress thus far, we continue to estimate that the system will be operational on February 25, 1981.
Operating procedures are in draft form and upon proper review and approval, implementation will be accomplished to permit training to be completed prior to our declaration that the system is operational.

Mr. Dennis M. Crutchfield, Chief LAC-7376 Operating Reactors Branch No. 5 February 18, 1981 The installation of the Emergency Service Water System fulfills a commitment which was formally proposed in our letter (Reference 2) as a responsive alternative to the NRC's February 25, 1980 Order to Show cause which required the installation of a site dewatering system to mitigate the effects of liquefaction in the event of a SSE.
The system provides a dedicated safe shutdown system which precludes reliance on the Crlb House und buried piping which might beccme inoperative in the event of a SSE.
Since the installation of this system was accomplished as a result of the Commission's Order to Show Cause, which was issued pursuant to 10 CFR Parts 2 and'50, we have determined that an amendment fee for this Technical Specification submittal is not required.
The inforn.ation submitted in this application for license amendment has been reviewed by the LACBWR Committees as prescribed in Technical Specifications.
