Pursuant to 10 CFR 50.90 as required by 10 CFR 50.90(c)(1),

Georgia Power Company hereby requests a change to the Technical Specifications (Appendix A to the Operating License). The proposed change would clarify the term OPERABLE as it applies to the single failure criterion for safety systems. The proposed changes to Technical Specification 3.0.5 and Bases for 3.0.5 is made at your request and incorporates the requirements outlined in your letter of April 10, 1980.

The Plant Review Board and the Safety Review Board have reviewed and approved the proposed changes to the Unit 2 Technical Specifications and have determined that they do not involve an unreviewed safety question. These changes do not increase any existing modes of failure, nor are any new modes of failure created. The change merely adds clarifying words to eliminate possible confusion over the definition of operability.

A review of the Unit 1 Technical Specifications has indicated that the existing definition of operability meets the requirements of the April 10, 1980, letter and that no change is required.

Enclosed with the proposed changes.are a determination of amendment class and instructions for incorporation of the proposed changes into the Unit 2 Technical Specifications.

ATTACHMENT 1 NRC DOCKET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNIT 2 PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS Pursuant to 10 CFR 170.12 (c), Georgia Power Company has evaluated tne attached proposed amendment to Operating License NPF-5 and has determined that:

a) The proposed amendment does not require the evaluation of a new Sa fety Analysis Report or rewrite of the facility license; b) The proposed amendment does not contain several complex issues, does not involve ACRS review, or does not require an environmental impact statement; c) The proposed amendment does not involve a complex issue, an environmental issue or more than one safety issue; d) The proposed amendment does involve a single issue; namely, the Hatch Unit 2 Technical Specification changes to clar'"v the definition of Operability.

e) The proposed amendment is there fore a Class III amendment.
