3) AECM-80/269, 10/30/80 On April 11, 1980, Mississippi Power & Light Company notified Mr. F. Cantrell, of your office, of a Potentially Reportable De-ficiency (PRD) at the Granj. Gulf Nuclear Station (GGNS) construc-tion site. The deficiency concerns erroneous output readings noted in Model 1151A pressure transmitters supplied by Rosemount, Inc.

This condition was reported to the NRC pursuant to the requirements of 10CFR21 by Bechtel Power Corporation in their letters dated April 24, 1980 and July 22, 1980.

We have determined this condition to be reportable under both 10CFR50.55(e) and 10CFR21 as is stated in our lett 'r AECM-80/175 of July 31, 1980. We are continuing our investiga; ion of the application of these transmitters in the NSSS system. We expect to complete our final report on June 18, 1981. Attached is our Interim Report No. 3.

Description of the Deficiency A misapplication problem exists on Rosemount, Inc. model 1151 and 1152 pressure transmitters with either "A" or "D" output codes. The pressure transmitters are used in both pressure and differential pressure applications. When the above trans-mitters are exposed to excessive over or reverse pressures, ambiguous signal outputs from the transmitters to control and/or indication components may develop. Further detail is found in IE Bulletin 80-16 issued June 27, 1980.

The total extent of plant systems involved is not known at this time.

The deficiency is applicable to Units 1 and 2.

We are awaiting NSSS vendor evaluation for applicability.

II.

Safety I=plications Evaluation of these transmitters in a safety related system, such as Combustible Gas Control, shows that the deficiency would adversely affect the operation of the system and provide erroneous information which may cause an operator to take improper action.

Due to the above evaluation, the deficiency has been determined reportable under 10CFR50.55(e) and 10CFR21 as previously reported.

III. Corrective Actions Taken The NSSS vendor's evaluation of corrective actions is not complete.

The cause of the defiElency is under inI/estigation. The Conserc-

u tor has determined that there are ten (10) each, Rosemount 1151A transmitters, on Unit I and Unit 2 GGNS purchased by Bechtel Power Corporation which may produce erroneous outputs over-ranged or under-ranged in their present applications.

Under non-NSSS scope of supply, Rosemount Model 1153 transmitters, which are qualified in accordance with IEEE 323-1974 and IEEE 344-1975, have been ordered as replacements for all safety related Rosemount Model 1151A transmitters outside the containment where potential over/under pressure conditions exist. Non-safety related Rosemount Model 1151A transmitters installed where potential over/

under pressure conditions exist, will have the "E" type circuit boards, which are unaffected by over/under pressurization. The

. transmitters where the "A" type circuit boards were replaced by "E" type circuit boards will be uniquely identified.

The Construccor has modified his Purchase Specification to include a statement that, " Input values outside the calibrated range of the transmitter shall not produce outputs which can be construed as corresponding to input values wichin the calibrated range."
