50-328 TVA capects to have Sequoyah Nuclear Plant unit 2 ready for initial fuel loading by April 15, 1981. In order for TVA to schedule work required for startup of unit 2, we need to confirm our understanding of the resolution of the following items, which have the potential for major schedule impact.
1.
TVA was twouired to perform a turbine disk inspection on the sequoyah unit 1 low pressure turbines between hot functionals and initial critioality. Our understanding is that this inspection will not be required for unit 2.
2.
TVA was required to perform.a special test' program for Sequoyah unit 1.
As stated. in g letter to 'you dated Deoember 15, 1980, TVA believes that the unit 1 Special Test Progran provided adequate training for the Sequoyah operators. We understand that you concur in this position.
3.
The sequoyah unit 1 operating license rsquires rwsolution of the barge impoet issue on the Essential Raw Cooling Water System (ERCW) pumping station before unit 2 operation.' My letter to you dated December 31,
.1980, ' addressed this issue. _ We consider this issue to be resolved.
4.
Sequoyah questice 8.33 required TVA to verify the adequacy of trans-former tap settings on Sequoyah unit 1.
As stated in ny letter to you dated Ootober 3,'1980, we do not consider this testing to be required for unit'2.
5.
Item 2.C(15) of the sequoyah unit _1-operating lioense requires TVA to make eartain modifications to the diesel generators by the first refueling outage on tenit 1.
Pty letter to you dated September 17, 1980, stated that TVA would like to alter.the implementation schedule for the requirsuunt to install heavy duty turbeehargers., We understand our proposed laplamentation schedule is neceptable.

Hy letter to you dated December 19, 1980, identified severai exceptions we would like to take to the implementation schedules for items in NUREG-0737 These' exceptions were based on equipment procurement problems and ~ operational considerations which cre allowed by NUREG-0737 as justifloation for exception to implementation schedules. Confirn:a-tion of the acceptability of each of our proposed schedule exceptions is needed.

My letter'to you dated February 10, 1981, submitted a proposed change to the Sequoyah unit 1 technical specification 3.6.19 which increases the containment purge time allowed per year. This change must be implemented in the near future to prevent impacting unit 1 operation.
We understand you are myiewing this change.
Please confirm our understanding of the status of these items as soon as possible to preclude schedule impacts. Members of agr staff will be in touch with you to determine how we may aid in your review.
