NRC STAFF'S RESPONSE TO LICENSEE'S MOTION TO RENUMBER EFERGENCY PLANNING CONTENTIONS By motion of January 30, 1981, the Licensee in the captioned pro-ceeding formally submitted a proposal to renumber those emergency planning contentions remaining as issues in the proceeding and requested that the Licensing Board adopt the renumbering system and direct the parties to utilize it in the future. The Licensce's motion is made pursuant to a Licensing Board request (Tr. 5113-14) that the Licensee list surviving emergency planning contentions and renumber them.
The NRC Staff has reviewed Licensee's listing of the surviving emer-gency planning contentions and the proposed renumbering system and has no objection to the adoption of the renumbering system.
Such system, if used by all parties in place of the existing numbering of the many emergency 8102120 M l
' planning contentions should simplify reference to the contentions.
Accord-ingly, the Staff supports the Licensee's motion and urges that it be granted.1/

be directed to use the existing contention numbering systen and reference to the Licensce's renumbering system should be dropped.
Otherwise, the use of two numbering systems for the many emergency planning contentions will result in additional confusion and difficulty in referencing contentions, above and beyond the difficulties inherent in the existing numbering system of the intervenors.
